RO e-Transport: new delay in enforcement of fines

The Romanian Government has once again delayed the enforcement of fines for non-compliance by road transport companies with the obligation to transmit GPS coordinates to the ANAF as part of the monitoring of the road transportation of goods via the RO e-Transport system.

The decision comes just a short time after the fines came into force (1 April 2025) and delays their enforcement until 31 December 2025.

According to the Explanatory Memorandum accompanying Government Emergency Ordinance no. 29 of 24 April 2025, the delay is justified on the basis of the challenges reported by the business environment, which emphasize:

  • the need for more time to implement and test internal systems
  • the need to adapt IT systems and workflow processes to meet compliance requirements regarding the real-time transmission of GPS data during the entire transport route for goods subject to monitoring under the RO e-Transport system

 

In fact, the delay applies to both transport companies (who are responsible for equipping vehicles and integrating GPS data transmission systems) and drivers, since the latter also have a set of obligations under the RO e-Transport regulations and may be subject to fines for non-compliance.

It is worth remembering that since the introduction into law of the obligation to transmit GPS coordinates for the transportation of goods monitored under the RO e-Transport system, the enforcement of penalties has been repeatedly postponed, with the previous delayed date for enforcement being 1 April 2025.

This delay does not impact entities for which the reporting of the transportation of goods via the RO e-Transport system is obligatory.
